NEPRA Prosumer Regulations 2026 (effective Feb 9, 2026)

Pakistan moved from net metering to net billing on Feb 9, 2026 under NEPRA SRO 251(I)/2026. Export buyback dropped from the old 1:1 retail tariff (~Rs 27/unit) to Rs 11/unit (NAPPP, national average power purchase price). Contracts shortened from 7 to 5 years. A non-refundable Rs 1,000/kW concurrence fee now applies. Existing prosumers with agreements valid on or before Feb 9, 2026 keep the old net metering terms until their 7-year contract expires (per PM Shehbaz's Feb 16, 2026 NEPRA amendment). New applications fall fully under net billing. Payback for typical 5 kW systems has stretched from 3-4 years to roughly 5-7 years.
