How is the net billing bill calculated in Pakistan after February 9, 2026?

Imported units (grid to your home) are billed at the regular domestic slab rates of your DISCO (for unprotected: 1-100 units at Rs 23.59, 101-200 at Rs 30.07, up the slab table). Exported units (your solar to grid) are credited at Rs 11/unit, the National Average Power Purchase Price (NAPPP) set by NEPRA under SRO 251(I)/2026. Net payable = import bill minus export credit (clamped at zero). All applicable taxes (Electricity Duty 1.5%, GST 18%, TV fee, NJ surcharge, Section 235 income tax for non-filers) apply on top.

What is the difference between net metering and net billing in Pakistan?

Net metering (old 2015 to Feb 2026 system) credited exports at the same retail tariff as your imports, effectively a 1:1 unit swap worth Rs 35-48/unit. Net billing (new since Feb 9, 2026 under NEPRA SRO 251(I)/2026) credits exports at Rs 11/unit NAPPP, while imports stay at full retail slab rate. Exports are worth much less under net billing, so self-consumption (using solar in real time) is far more valuable than exporting.

Why did the net metering buyback rate drop from Rs 27 to Rs 11?
